Culture points are the single biggest bottleneck on how many villages you can found or conquer. Here's how the CP threshold works, what raises production, and how to plan around it instead of getting surprised by it.

What culture points are for

Every village you own consumes culture points to unlock its next settling or conquest slot. The rule is simple in shape but easy to misjudge in practice: your total accumulated CP across all villages has to clear a rising threshold before you're allowed to found or take another village. The more villages you already have, the higher the next threshold climbs, so growth gets progressively more expensive in CP terms even though your production is also climbing.

This is why a player with a huge army but low CP production can be stuck at three or four villages for weeks, while a player who invested early in celebrations and CP buildings keeps expanding on schedule. CP, not troops or resources, is usually the real ceiling on expansion speed in the early-to-mid game.

What actually produces CP

CP comes from two sources: passive production from certain buildings (mainly the Town Hall and Residence/Palace at higher levels, plus a small base rate every village generates) and one-time or repeatable boosts from celebrations (small and great festivals held at the Town Hall). Passive production is what determines your long-run rate; celebrations are how you pull a settling or conquest slot forward when you're close to a threshold but not quite there.

Because passive CP scales with building levels, the players who expand fastest usually queue Town Hall upgrades earlier than feels urgent, well before they're CP-blocked, rather than reacting to a blocked settler screen. Celebrations are worth timing deliberately: run a small or great celebration a few days before you expect to cross a threshold, so the CP lands right when you need the extra slot instead of sitting banked with nothing to unlock.

Planning around the threshold instead of reacting to it

The practical planning question isn't "how much CP do I have" but "how many days until my production plus any planned celebrations clears the next threshold." That's the number that tells you when to actually start building settlers or staging a conquest, since settler training and travel time also take days you don't want to waste sitting idle waiting on CP.
